Main issues, as the Inspector framed them

  • whether the proposal would preserve a grade II listed building, South View, Welland Lodge and any of the features of special architectural or historic interest that it possesses
  • whether it would preserve or enhance the character or appearance of the Stamford Conservation Area

What decided it

The proposal would fail to preserve the special interest of the listed building and the significance of the conservation area through its unacceptably large and discordant design that would obscure historic fabric and introduce an alien external staircase feature, with insufficient public benefits to outweigh the less than substantial but considerable harm identified.

The less than substantial harm to the listed building and conservation area was weighed against the limited public benefits of thermal improvements and repairs, which could be achieved through more modest means; the harm was given considerable weight and the benefits very little weight, resulting in dismissal.
