What decided it

The absence of sufficient authoritative marketing evidence demonstrating that there is no realistic prospect of the building being used as a pub in the foreseeable future, as required by London Plan Policy HC7 and consistent with DMP and DBLP policies protecting public houses.

The material considerations raised by the appellant regarding business adaptation and mixed-use development (NPPF paragraphs 81 and 92) did not outweigh the concerns about consistency with the development plan as a whole.
