The harm to the setting of the Grade II listed building White Posts and the conservation area, to which great weight must be given under the Planning (Listed Buildings and Conservation Areas) Act 1990, outweighs the benefits of housing provision, and paragraph 11(d) of the Framework does not apply because heritage asset policies provide a clear reason for refusal.
