What decided it
The satisfactory ecological and SPA mitigation secured through the Bird Conservation Area and Unilateral Undertakings, combined with the Council's inability to demonstrate a five-year housing land supply, meant the proposal complied with Policy DSP40 and the development plan as a whole.
The benefits of housing delivery (including affordable housing) in a sustainable location, together with satisfactory mitigation of on-site biodiversity and SPA impacts, outweighed the limited harm from the loss of best and most versatile agricultural land, and the proposal accorded with Policy DSP40 and the development plan as a whole.
