What decided it
The significant harm to character and appearance through the domineering presence of Plot 01 and the large boundary fence, combined with the failure to provide adequate living conditions with acceptable outlook, light and outside space, outweighed the limited weight given to housing supply benefits.
The harmful effects on character and appearance and living conditions, to which significant weight was attributed, drew the proposal into conflict with the development plan; the social and economic benefits of nine homes attracted only limited weight given the Framework's requirement to safeguard the environment and ensure safe and healthy living conditions, and no other considerations outweighed the development plan conflict.
