The absence of appropriately secured mitigation measures to protect the integrity of the Solent SPAs from likely significant adverse effects meant the presumption in favour of sustainable development did not apply, and the benefits of housing supply were outweighed by the failure to secure necessary infrastructure contributions and habitat protection.
The benefits of the proposal in contributing to housing supply and choice and supporting the local economy were outweighed by the absence of suitable mechanisms for travel plan contributions, affordable housing, and mitigation measures to protect the integrity of the SPAs.
