The position of the proposed access would pose significant risks to highway safety due to severely curtailed visibility in both directions and the likelihood that residents would have to reverse largely unsighted onto a busy road.

The potential benefit of gaining one off-street parking space was afforded only limited weight and did not outweigh the unacceptable risk to highway safety posed by the access in an unsuitable position within a highway environment already raising safety concerns.
