The proposed dormers would result in less than substantial harm to the significance of the Chiswick House Conservation Area through their unsympathetic design and visual impact, which cannot be outweighed by any public benefits.

The less than substantial harm to the conservation area, being a matter of considerable weight and importance, was not outweighed by the private benefits to the occupants, as no public benefits were identified.
