What decided it

The repositioning of the existing parapet detail and the mansard roof design would accentuate the building's height and create an incongruous vertical emphasis that would detract from the building's external appearance and harm the setting of the adjacent listed building.

The objective of significantly boosting housing supply through upward extensions was outweighed by the requirement that such development be consistent with prevailing height and form and be well-designed, which the proposal failed to satisfy.
