The proposal would result in a dormant shopfront appearance contrary to Policy CP12's requirement to maintain active ground floor uses in local urban centres, and would cause less than substantial but material harm to the character and appearance of the Bath Conservation Area that was not outweighed by the public benefits offered.

The less than substantial harm to the character and appearance of the Bath Conservation Area, given considerable importance and weight in accordance with paragraph 199 of the Framework, was not outweighed by the public benefits of improved shopfront design, stonework cleaning, and improved residential access, which attracted significant and moderate weight respectively.
