What decided it

The appellant's demonstration that the existing employment buildings are not viable for continued employment use, combined with the proposed development's careful response to the site's constrained location within a dense residential area and its provision of acceptable living conditions for future occupiers, outweighed the Council's concerns.

The benefits of residential development on a previously developed site within a constrained urban location, providing efficient use of land and acceptable living conditions, outweighed the loss of a small, unviable employment site and the visual impact of the bulkier roof design, which would not be overpowering within the context of the dense terraced streetscape.
