What decided it
The Council's inability to demonstrate a five-year housing land supply (3.9 years) engaged the tilted balance under paragraph 11(d) of the NPPF, and the benefits of the net gain of 4 dwellings to the Borough's housing stock outweighed any adverse impacts, particularly as the development would not harm character and appearance and the Solent habitats sites would be adequately mitigated.
The shortfall in housing land supply and the Government's objective of significantly boosting the supply of homes, together with the social and economic benefits of 4 additional dwellings in a sustainable location within Waterlooville, outweighed the absence of any significant adverse impacts on character, appearance, or designated habitats.
