What decided it

The significant harm to the character and appearance of the area and the setting of the Sibella Road Conservation Area caused by the prominent and incongruous appearance of the installation outweighed the benefits of telecommunications coverage and network provision.

The public benefits of continued and enhanced telecommunications network, contribution to economic growth, operational and locational needs of operators, and installation on an existing building did not outweigh the significant harm to character and appearance of the area.
