What decided it
The harm to the character and appearance of the Derngate Conservation Area as a heritage asset, combined with poor living conditions for future occupants and neighbours and unsafe parking arrangements, outweighed the housing benefits and other considerations.
The public benefits of housing delivery, effective use of urban land, accessibility to services, addressing housing land shortfall, and economic benefits attracted significant positive weight, but the Framework's requirement to attach great weight to heritage asset conservation meant these benefits did not outweigh the adverse effects on the Conservation Area's significance.
