Main issues, as the Inspector framed them
- The effect of the appeal proposal on flood risk elsewhere in the village
- The character and appearance of the Ashdon Conservation Area and the setting of nearby listed buildings
- The living conditions of the occupiers of Little House and other nearby properties with regard to outlook
What decided it
The proposal fails to demonstrate that it would not increase flood risk elsewhere in the village through the removal of the boundary ditch and inadequate drainage strategy, which conflicts with Policy GEN3 and paragraph 167 of the Framework.
The modest benefits of housing delivery and economic benefit during construction were outweighed by the significant harm to flood risk protection, a matter of central importance in the development plan.
