What decided it

The proposal qualifies as redevelopment of previously developed land under paragraph 149(g) of the Framework because it would not have a greater impact on the openness of the Green Belt than the existing development.

The spatial and visual impact of the increased footprint was offset by the reduction in overall spread of buildings and hard-surfacing, and the modest size and screening of the proposed building meant the development would not harm openness of the Green Belt.
