The functional necessity of the flat-roofed dormer links to provide adequate headroom within the first floor, combined with their visual mitigation through inset positioning, lower height, and matching materials, outweighed the Council's concerns about visual prominence.

The practical necessity of the dormer links to create usable first-floor space was balanced against visual impact concerns, with the balance tipping in favour of the proposal given the mitigation measures available.
