The imposition of a condition limiting the permission to a temporary two-year period resolved the safeguarded land conflict and reduced the character and appearance harm to a level outweighed by the economic benefits of the sawmill continuing.
The economic benefits of allowing the sawmill to continue temporarily, giving the appellant the opportunity to relocate, outweighed the limited remaining harm to the character and appearance of the area once the permission was restricted to a temporary period
