Main issues, as the Inspector framed them
- the effect of the proposed development on the character and appearance of the area including the Area of Outstanding Natural Beauty (AONB)
- whether the proposal would provide adequate provision of affordable housing
- whether the proposed development would provide a suitable living environment for future occupiers with regard to private amenity space
- whether the proposal would provide adequate parking provision
What decided it
The unacceptable harm to the character and appearance of the area and the AONB, combined with the failure to secure affordable housing contributions and inadequate parking provision, justified dismissal despite the Council's inability to demonstrate a 5-year housing land supply.
The AONB protection policies provided a clear reason for refusal that outweighed the housing supply shortfall, displacing the presumption in favour of development under paragraph 11(d) of the Framework.
