What decided it

The unacceptable harm to the character and appearance of the area and the AONB, combined with the failure to secure affordable housing contributions and inadequate parking provision, justified dismissal despite the Council's inability to demonstrate a 5-year housing land supply.

The AONB protection policies provided a clear reason for refusal that outweighed the housing supply shortfall, displacing the presumption in favour of development under paragraph 11(d) of the Framework.
