The appeal site comprises grassland that reads as part of the wider open countryside and is not enclosed by longstanding boundary features, therefore the proposal would not constitute rounding off or infill and would harmfully extend the built form into open countryside.

The limited benefits of providing one additional dwelling and modest economic and social contributions were outweighed by the substantial harm to character and appearance and conflicts with the development plan.
