What decided it
The failure to satisfy the sequential test for flood risk, combined with inadequate exception test evidence and the absence of exceptional design quality to justify countryside development, rendered the proposal unacceptable.
The limited economic benefits and housing supply contribution were outweighed by the failure to satisfy flood risk tests, less than substantial harm to the conservation area setting, and harm to neighbouring privacy.
