Main issues, as the Inspector framed them
- whether the proposed development would preserve or enhance the character or appearance of the King's Gap Conservation Area
What decided it
The proposed dwelling would be completely at odds with the historic pattern of development in the conservation area by subdividing a large Victorian plot and introducing a conspicuous building in an area characterised by back garden land, and the limited public benefits do not justify this less than substantial harm to the conservation area's significance.
The less than substantial harm to the character and appearance of the King's Gap Conservation Area was not outweighed by the limited public benefits of delivering a single dwelling and other neutral factors such as highway safety and tree protection.
