What decided it

The introduction of a large, digital advertisement with associated illumination would significantly alter the residential character of the area and cause detrimental impact on the visual amenity of nearby occupants, which could not be mitigated by control of luminance levels or overnight switching off.

The sustainability benefits of the proposed update and the reduction from two advertisements to one did not outweigh the harm to amenity caused by the introduction of a large digital advertisement in a predominantly residential setting.
