What decided it

The unacceptable harm to highway safety from reversing manoeuvres and reduced visibility, combined with harm to future occupiers' living conditions from the excessive waste-carrying distance, outweighed the limited benefits of the scheme.

The modest weight benefit of an additional dwelling and small time-limited economic benefit were outweighed by the significant weight harm to highway safety and to the living conditions of future occupiers.
