What decided it

The proposed street-facing windows would create visual incongruity and inconsistency in frame sightlines and widths that would fail to preserve the well-ordered composition and uniformity of the block's principal elevation, causing less than substantial harm to the conservation area that outweighs the limited public benefits of the scheme.

The less than substantial harm to the heritage significance of the Progress Estate Conservation Area outweighed the limited public benefits of improved thermal performance and security to a single flat.
