What decided it
The incongruous design, scale and form of the proposed commercial units would be fundamentally incompatible with the heritage significance of the listed buildings and conservation area, and would cause significant harm to the living conditions of neighbouring occupiers, with no convincing justification for the proposals.
The benefits arising from four commercial units and encouragement of small start-up businesses would not outweigh the less than substantial harm to the listed buildings and conservation area, combined with significant adverse effects on neighbouring living conditions regarding outlook and overshadowing.
