What decided it
The absence of a demonstrable five-year housing land supply triggered the presumption in favour of sustainable development under NPPF paragraph 11, and the benefits of housing delivery (including affordable housing and specialist elderly accommodation) and economic benefits were of sufficient weight to outweigh the significant harm to character and appearance and the conflict with development plan policies.
The significant harm to character and appearance and rural qualities, and the conflict with development plan policies on location, were outweighed by the considerable weight attached to housing provision (including affordable housing and accommodation for over 55's), the significant weight of economic benefits, and the modest weight of contributions to public services, assessed against the Framework as a whole in the context of an absent five-year housing land supply.
