The Council's prior grant of permission for two dwellings on the site established the principle of development and sustainability, and the addition of one further unit would not materially affect the character and appearance of the rural setting, particularly given the site's existing screening and containment within the settlement.

The social benefits of providing additional family housing and the efficient use of land under the Framework's tilted balance outweighed the limited adverse impacts on character and appearance, which would not be materially different from a development of two dwellings and could be controlled by conditions.
