The significant harm to the character and appearance of the area caused by the incongruous design of the roof mansards with large glazing elements, combined with the failure to provide sufficient cycle parking and refuse storage, outweighed the benefits of housing and retail provision.
The benefits of retaining, increasing and improving retail and business space and contributing quality homes to the area did not outweigh the significant harm identified with regards to the effect on character and appearance and cycle parking, refuse and recycling storage deficiencies.
