What decided it

The significant harm to the amenity of the surrounding area caused by the incongruous, prominent and dominating character of the proposed illuminated display screens outweighed any other considerations.

The absence of adverse effects on highway safety and living conditions of nearby properties did not outweigh the significant harm to the amenity of the area.
