What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing land, combined with the scheme's contribution of a net increase of five dwellings, meant that the presumption in favour of sustainable development applied and the benefits of housing delivery outweighed the identified harms and policy conflicts.
The adverse impacts of granting permission, comprising the lack of on-site garden space for upper floor residents and the loss of a small family-sized dwelling, did not outweigh the benefits of meeting the clear need for additional housing through the efficient use of urban land, applying the tilted balance under NPPF Paragraph 11(d)
