What decided it
The permanent presence and greater mass of static caravans would significantly reduce the openness of the Green Belt, and the economic and other benefits cited did not amount to very special circumstances sufficient to outweigh this harm.
The substantial harm to the Green Belt by reason of inappropriateness and loss of openness was not outweighed by the moderate economic benefits, modest biodiversity gains, and limited benefits from improved walking, cycling and bus stop provision, such that very special circumstances do not exist.
