The proposal would harm the character and appearance of the area by introducing strikingly incongruous materials and an unusual form that would stand out as an incompatible oddity amongst surrounding buildings of simple but pleasant form.

The harm to character and appearance outweighed the modest benefit of more efficient use of land, and the development was contrary to the development plan when read as a whole.
