What decided it

The developments would have a likely adverse effect on the integrity of the Arun Valley Special Area Conservation, Special Protection Area, and Ramsar Site through increased water abstraction, with no means of mitigation currently available, contrary to the Habitats Regulations and NPPF paragraph 180(a).

The social and economic benefits of housing delivery did not outweigh the unacceptable harm to the Arun Valley European sites and, in the case of Appeal B, the harm to neighbouring living conditions and local character.
