Main issues, as the Inspector framed them
- the effect of the developments on the integrity of the Arun Valley Special Area Conservation, Special Protection Area, and Ramsar Site
- in relation to Appeal B, the effect of the development on the living conditions of occupants of 8 High Meadow with regard to outlook and privacy
- the effect of the developments on the character and appearance of the area, including the natural beauty and cultural heritage of the South Downs National Park
What decided it
The developments would have a likely adverse effect on the integrity of the Arun Valley Special Area Conservation, Special Protection Area, and Ramsar Site through increased water abstraction, with no means of mitigation currently available, contrary to the Habitats Regulations and NPPF paragraph 180(a).
The social and economic benefits of housing delivery did not outweigh the unacceptable harm to the Arun Valley European sites and, in the case of Appeal B, the harm to neighbouring living conditions and local character.
