The excessive horizontal and vertical encroachment of the rear outrigger into the garden space between Ashby Mews and Manor Avenue would unacceptably harm the distinctive spatial character and appearance of the Brockley Conservation Area, and the moderate public benefits of housing and employment space could not outweigh this harm.
The moderate public benefits of delivering one two-bedroom dwelling in a sustainable location and providing employment space were outweighed by the less-than-substantial but considerable harm to the significance of the Brockley Conservation Area, to which great weight must be given under the Framework.
