What decided it

The proposal would unacceptably harm the character and appearance of the area by introducing incongruous backland development contrary to the predominant pattern of housing, and would increase flood risk by failing the sequential test and displacing floodwater to neighbouring properties.

The provision of sufficient outdoor amenity space was outweighed by the unacceptable harm to character and appearance and the increase in flood risk, with no material considerations to override the conflict with the development plan.
