What decided it

The significant harm to the character and appearance of the area caused by the disproportionate roof mass, vertical emphasis, and inappropriate Dutch-gable design, which could not be outweighed by the limited housing and economic benefits despite the shortfall in 5-year housing land supply.

The benefits of housing delivery and brownfield reuse, given substantial and great weight respectively, were significantly and demonstrably outweighed by the significant harm to character and appearance when assessed against the Framework policies as a whole.
