The appellant's failure to submit a sequential assessment demonstrating no sequentially preferable sites for the main town centre use, contrary to Policy DC1 and paragraph 87 of the Framework.
The economic benefits of bringing a vacant building back into use and meeting local demand were afforded some weight but did not outweigh the conflict with the Development Plan arising from the failure to satisfy the sequential test.
