What decided it

The proposed dormer window, although large and not wholly compliant with supplementary guidance, would not be visible from public areas and would not be out of keeping with the character of the area where similar large dormers are prevalent.

The lack of harm caused by the proposal outweighed the non-compliance with the Council's Supplementary Planning Document guidance on residential extensions.
