What decided it
The proposal would result in a 64% increase in volume compared to the original building and would substantially increase the height and scale of the dwelling, constituting disproportionate additions that do not meet the exception criteria in NPPF paragraph 149(c) and therefore constitute inappropriate development in the Green Belt.
The private benefits of increased living accommodation and improved access to a bedroom were outweighed by the substantial harm to the Green Belt through inappropriate development, and did not amount to very special circumstances.
