What decided it
The proposed development would create unacceptable harm to highway safety by intensifying use of a substandard access with poor visibility and narrow sections, contrary to Policy 27 of the Cornwall Local Plan and paragraphs 110, 111 and 112 of the Framework.
The benefits of delivering an additional dwelling in a sustainable location and associated economic and social benefits were outweighed by the unacceptable impact on highway safety, which paragraph 111 of the Framework makes a clear ground for refusal.
