The absence of a legal agreement to secure mitigation contributions for recreational pressure on the Dorset Heathlands SPA and SAC meant the Appropriate Assessment could not be completed favourably, and this harm to European site integrity outweighed the modest housing delivery benefits.
The modest social and economic benefits of four dwellings and construction-phase economic activity were outweighed by the harm to the integrity of the internationally important Dorset Heathlands SPA and SAC designations.
