What decided it

The proposal would harm the character and appearance of the host property and the surrounding area by failing to appear subservient to the main dwelling and by causing an inevitable loss of openness on a prominent corner, conflicting with Policies BE1, DMHD 1, DMHB 11 and DMHB 12.

The benefits to the appellant of providing additional living accommodation in an accessible location would not outweigh the significant harm identified to character and appearance.
