What decided it

The Council's inability to demonstrate a 5-year supply of deliverable housing sites engaged the tilted balance, and the site's sustainable location with viable non-car access to services in Frome meant the housing benefits outweighed the conflict with the development plan.

The conflict with Core Policies 1, 2 and 4 of the Local Plan Part 1 weighed against the proposal, but given the lack of 5-year housing land supply, this conflict was given less weight; the benefits of housing delivery, sustainable access to services, and consistency with recent nearby permissions outweighed the development plan conflict when assessed against the Framework as a whole.
