- The main issue raised by Appeal A is the effect the development would have on the character and appearance of the area with particular regard to the significance of designated and non-designated heritage assets.
- The main issue raised by Appeal B is whether or not the works would preserve the grade II listed building at 120 Church Street or its setting or any features of special architectural and historic interest which it possesses.
What decided it
The less than substantial but significant cumulative harm to the CMCA, the Minster's setting/Locally Designated View, the Almshouse and No 120 outweighed the moderate public benefits of the scheme.
The great weight attaching to harm to designated heritage assets, particularly significant harm to the CMCA and harm to a Locally Designated View of the Minster, outweighed the moderate public benefits of 32 new homes, economic benefits and regeneration, tipping the balance against the proposal.
