What decided it
The permanent harm to character and appearance of the area caused by the introduction of domestic residential use and paraphernalia in a rural countryside setting, combined with the creation of an isolated dwelling with poor accessibility, significantly and demonstrably outweighed the limited benefits of providing a single dwelling.
The benefits of housing provision and economic activity from a single dwelling were outweighed by the permanent harm to character and appearance, the conflict with paragraph 80 of the Framework regarding isolated homes in the countryside, and the poor accessibility preventing genuine choice of transport modes.
