The Council's inability to demonstrate a five-year housing land supply engaged Policy DSP40 and the Framework's tilted balance, and the substantial housing benefits (including affordable housing) were not significantly and demonstrably outweighed by the limited identified harms.

The harm from loss of agricultural land and conflict with out-of-date settlement-boundary policies was outweighed by the substantial benefits of housing delivery, including affordable housing, such that the proposal amounted to sustainable development when assessed against the Framework as a whole.
