What decided it
The Council's inability to demonstrate a five year housing land supply engaged the tilted balance, and the benefits of housing delivery (including affordable housing) outweighed the limited landscape harm and reduced-weight spatial strategy conflict.
The significant benefits of up to 67 dwellings, 30% affordable housing, economic benefits and biodiversity net gain outweighed the limited harm to landscape character and the reduced-weight conflict with the spatial strategy, under the paragraph 11(d)(ii) tilted balance.
