The significant harm to character and appearance caused by loss of trees and inadequate design, assigned substantial weight, outweighed the moderate weight given to the modest contribution of eight dwellings towards the Borough's housing land supply shortfall of 3.99 years, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
