The significant harm to the character and appearance of the surrounding area caused by the disproportionate scale and mass of the extended building, combined with unacceptable harm to the living conditions of adjoining occupiers through loss of light, outweighed the limited benefits of modernisation and improved vehicle access.
The lack of objections from the Council, consultees and neighbours, and the benefits of modernisation and vehicle turning provision, attracted only limited weight and did not justify development that conflicts with the development plan and causes harm to character and appearance and living conditions.
